Another magical school.

I am not into this book. I love magic and love magical schools a la Hogwarts, but this story is so different. I can't tell if Keynan lives in a futuristic world or just a totally made up world. His life is so different, confined to one neighborhood and no other children? I'm assuming everyone is magical.
