I absolutely love books set in New Orleans. I think it's the only city I can kind of conjure up when it's described - it's got it's own mystery and excitement around it like very few places have. Very curious to see what is going on with Tallulah's family and why they were all scattered. When I first started reading the except, it sort of reminded me of Gillian Flynn's book Sharp Objects, but I don't think it will end up being that dark. At the very least I would get this book at the library just to find out what happens!
