Not what I expected

Overall, I liked it. The main character, Poe, has a clear voice but I didn't get much of a mental picture of her. The author's description of the men in the story are a lot clearer.
You get a real feel for life aboard the dredge. Not so much life in the Outpost. Apparently everyone is busy working hard to scrape by, but it's not clear what they are doing.
The description of the Union sending people to the Outpost and then abandoning them is kind of vague. Why is there no communication? Haven't they sent someone to the Union, wherever that is, to plead their case? What was the original purpose of the Outpost? Why is the Admiral hoarding gold?
Too many questions; not enough background.
Yes, after 71 pages and with raiders aboard the dredge, I want to know what happens. But, I want more than I think this author is going to provide.
