Phenomenal characters and plotline

The Gilded Wolves was phenomenally better than what I had been expecting.  I put this book off for years because the Goodreads rating wasn't that high. After reading it, I am really surprised that this story by Roshani Chokshi isn't rated higher.  It's extremely well developed, the characters are awesome and most have really deep back stories. 
The fantasy aspects are believable, and thrown in to a historical fiction setting of Paris in the late 1800s which I loved.

I'd describe this book as historical fantasy with elements of The DaVinci Code and Ocean's Eleven. I really can't figure out what people didn't like.  It almost could have been a standalone, but the end definitely leaves it open for the upcoming sequel, due out this week.  I am really looking forward to it.
