Intriguing but a bit bizarre

I find the premise of this book intriguing, but the narration didn't grab me and the world tripped me up a bit: It takes place in the recent past, but not our past, exactly, and it took a little too long for that to become apparent. I feel like I need the parameters of this world to be set out a little more clearly than they are: I need more information about these "Machines" and how they fit into 1992 society. I also need an explanation of how the "edits" made by the time travelers are possible, since it seems to me like there is a lot of potential for paradoxes here. I don't know. It's just a little too bizarre for a world that's being presented as not bizarre at all. It's not suspending my disbelief.
