I spent a lot of the first two thirds of the book confused about the timeline but by the end it started to flow more coherently. This is a brilliant mystery with lots of twists and turns that left me guessing and wondering what type of ending we were gong to be left with. The characters are compelling and the world is one that has a lot of flaws and despite the black and white views of each quadrant is filled with ethical issues and grey morality. If some of the earlier chapters with different pov's had appeared later I would have given this book five stars but trying to figure out the timeline took some of the enjoyment from the book. One of those books I will have to reread now that I know everything that is going on.
