Annie and Lee are the POVs and both of them are competing to become part of the dragonriding fleet. Their ability to fly with their dragons is natural and easy, but the decision to accept, or defy, the government is heavy.
There is a lot of background to these characters and their dilemmas suck you in just as much as the strong writing and fleshed out world. Annie and Lee have to make tough calls, decisions that hurt, but must be made for the greater good and their own good.
Munda's characters are well written. You get to know all of these kids and your heart breaks when things go badly. But there's dragons, oh the dragons, gotta love the dragons!
