This sounds like it's perhaps some sort of dystopian fantasy, perhaps with magical-type fantasy elements. Perhaps it's some kind of more fantastical version of "The Handmaid's Tale"? I bet there are wicked, older authoritarian figures in the community who keep everyone down and who don't want things to be changed!
