Small town drama leads to love triangle?

My feeling after reading the first impression is that this will turn into a messy love triangle. The main characters are a young, hot mayor who wears 4 inch heels (this is mentioned at least twice in the first impression), a gruff cop turned private investigator, and a charismatic fake preacher. The writing is pretty good and this book would probably be great for someone interested in the romance genre.
