Witchery technology

In a land there electricity and telephone won't be developed because some people have magic that can handle those tasks, war and revolution still happen. People still fight and attempt to destroy those not of their tribe. Is this the way things have to be? Some of the witches don't think so. Change is hard, but they are up to the task.
