Slow pace historical fiction novel - Beyond that, the Sea

The first impression of this novel didn't captivate me as much as other's I've read. The pacing is slower and I can tell this will be a character driven story more so than plot driven. I've read a lot of WWII historical fiction, and it isn't clear from these opening pages what makes this book stand out above the rest and therefore didn't hold my attention fully.
