A young girl finds a home with a new family during war

What despair these parents must have felt shipping their only daughter across an ocean to strangers for fear of her safety during WWII! I could feel their quiet desperation and the questioning wonder of the mother who received her an ocean away unwilling to think that she could have been separated from her own boys while trying to figure out what to do with a girl. I usually enjoy this historical period in novels, but I feel like this is a little to domestic oriented for my tastes. The excerpt contained very short sections of text with multiple narrators.
