Not Catching my Attention

First off, the cover is just so pretty! I was thinking about claiming it as I was reading the blurb but then as I read on, it didn't come off as the kind of story I thought it was going to be. It's one of those things where the cover gives a different vibe of what the story is and it's not what you thought it was. Even though this story line has been played many times, a strained friendship that is forced to be revisited because of some promise to keep each other's dark secrets, I was interested and then it goes into this whole thing about forests, droughts, fighting with locals who are affected. Just seems to jump from one plot to a whole a different one. I don't know, I'm just not getting any vibes to read it.
