What an intriguing idea for a story. Not only is the world mostly submerged (due to intentionally melting an ice cap!) but the few remaining islands hold most of the power, and one of those islands can bring back the dead for 24 hours. Tempest wants to talk to her dead sister to find out more about their parents' deaths. A lot of world building even in the first chapters.
