At first blush, I didn't quite get what the cover was about. Then, after closer inspection, I realized it was a small town that is about to be swamped. Pretty good symbolism about the novel's contents. So, I was expecting a lot and perhaps was just expecting too much. It's one of those books that I probably wouldn't want to read anymore than I just did.
