Loved the Characters, okay Plot

I would recommend this book to anyone who enjoys history, puzzles, and culture. (I include myself in that group). Taking place in the late 1800s in France, the book focuses on six main characters, those characters being the reason I gave the book four stars. The character development is great and each individual relationship between them is different and intriguing as they developed. The characters were easily my favorite part of the novel, and the best-written aspect as well. Though I occasionally forgot who's point of view I was reading in and there was a slight lack of insight into each character's thoughts, their actions and words made up for it.
On the other hand, I found myself wanting more when it came to the plot. It was slightly underdeveloped and even at the end, I was still a little confused about what the purpose had been. It seemed somewhat repetitive and a bit anti-climatic, and there were some scenes where I just had no idea what was going on or the events didn't seem important to the development. That being said, many of the action scenes were very enjoyable, it was mostly the overarching plot that I felt was lacking.
