I don't get it

This book just isn't coming together for me. I understood most of what happened "Then," but the "Now" sections aren't adding up. I feel like the author was guessing about what it's like when someone has a head injury, so some of the things she's having Emma say and do just don't make sense. For example, saying "po-po" to describe police, but then Jamie says Emma needs to be precise about everything when they argue about whether a van belongs to a person or a store. I also don't understand why Jamie had to move herself and her daughter back to Oregon instead of moving Emma down to live with them in California, or why Harley was so disturbed by a box of ashes she couldn't even have them in her line of sight. And what is the deal with the supernatural implications? This book seems a little overly dramatic for my tastes.
