It took me a few pages in, especially with Keralie's chapter's to pinpoint it, but I'm definitely detecting flavors of Leigh Bardugo's Six of Crow's duology. There's some really interesting world building going on here, and a massive amount of characters being introduced in the first 66 pages, but the author is doing a pretty good job of weaving individual personalities. The sudden change in Mackiel's personality was enough to give someone whiplash so I'm interested to see where that is going re: Keralie and to see how her storyline is going to get entangled with the Queens.
