This might be considered a coming of age YA novel, and I will say it has elements of that. But I tend to believe such novels have only one person doing the growing up and here we have a group. We have two children/young people who, while not brother and sister, grew up together. they both feel responsible for the other while understanding they must compete against the other to realize their ambitions.
This is a good set up for a trilogy or more, a grand saga told until the end of time. It is complete within itself, while leaving enough to make you want the next volume. At almost the end of this book, I knew there was going to be a war and a grand reconciliation.
There was a revolution. The title, while being the description of the dragon riders who both defend the country against outside forces and create internal conformity with the rules, is a sound alike fore the people who used to rule with imperial force. The revolution cast out those who felt they were dragon born and therefore born to rule with dragon fire and an iron hand. As with most revolutions, some of that class escaped and planned to return and reconquer and rule again. Later books will show us if they succeed.
