This promises to be a wonderful middle school read about dragons, dragon riders, and a society's new way of doing things. Lee and Annie are the top of their class. No one knows that Lee is part of the regime that had been overthrown several years before (he was spared as a child and forgotten about- except he hasn't forgotten). Annie met Lee in their orphanage and has her own story of hardship. How their choices impact each other and their world will be interesting to see.
